The decision was taken right before the start of the spring season for trekking in Nepal, starting soon. Nepal Tourism Board made the decision to make trekking guides compulsory keeping into consideration how many tourists went trekking without a guide, which also resulted in numerous mishaps, some tourists got lost, and some got into accidents in the high Himalayas.
